This tool can be found in <MINGLE_HOME>/tools directory where <MINGLE HOME> is the directory where Mingle is installed.
To use this tool please follow the instructions in the <MINGLE_HOME>/tools/export_import/readme.txt.
The tool can be used to export all projects on any database and therefore, if you wish to easily export all projects for archive purposes this tool can be used

I don't have a tools directory in my Mingle Home directory. What does that mean?
What version of Mingle are you running? ( You can get this information by clicking on the "About" link at the bottom of any Mingle page)
Also could you please list all the sub-directories that you find under <MINGLE_HOME>.

You are looking at the Mingle Data Directory. Could you please look at the Mingle installation directory. You should find the tools directory.

My bad. Didn't realize that there is another folder for Mingle. Thanks for pointing it out. The readme file warns that:
"This tool only works with Mingle 3.2. This tool is not guaranteed to work as expected with earlier or later versions of Mingle"
I am on Mingle 3.3. does that mean that it is not recommended to use this tool? Also, the file mentions that using this tool is helpful when migrating from one DB to another. I was thinking I could use this tool to backup my mingle projects on a daily basis. Is that a good idea? If not, what is the best way of backing up my project (both project layout/structure and database)? I need to be able to setup automatic daily backups. my database is Postgres

You can use the tool on Mingle 3.3. This is a documentation bug and we have made a note of the same. The documentation will updated to indicate the latest release. You can certainly use the tool to backup your projects.
