Ability to restrict access to card tree properties

Ability to restrict access to change card tree properties.
When editing a card, any user with permission to edit a card can change its membership in any card tree (e.g. user can change card to be part of any release). Perhaps these properties could be set to transition-only and transitions could be enhanced to support these properties.
